PLURALITY OF SENSES OF THE UNCERTAINTY OF UNCERTAINTY AND CONCEPTS AND MODELS OF PUBLIC GOVERNANCE

This section is devoted to clarifying the meaning of the concept of "economy of uncertainty" and other related concepts. The phenomenon of the limits of the economy of uncertainty is singled out and an attempt is made to substantiate the parameters by which these limits can be estimated. Such parameters determine: "non-volatility", rationality of expectations, competitiveness of the economic environment, relevance of economic policy and the level of its institutionalization. The hypothesis of the defining direction of changes in the concept of public administration, which should occur under the influence of growing economies of uncertainty, is formulated. Arguments are made that an adequate public policy response to the expansion of the economy of uncertainty could be based on the ideas of two concepts of public administration. These are the concept of public governance and the concept of economic nationalism.
